Bill change political
system
The proposal is to form two additional
political parties. The first batch will be established as a non-party voters, citizens
who abstain from voting, or civilians who deliberately refuse a representative voice.
It should be possible not to let (blank) voters
cast their vote: voting does not go to a party
that occupied the seats in a room, these chairs (seats) will in fact
remain empty.
The number of representatives in the
rooms will be diminished. This instead of the
active utilization of the votes of
those voters -
even if they concern the minority of the population - and these blank votes
are used for the distribution of all seats.
The creation of a party for the citizens who knowingly vote
memorize allows them to actually vote anyway,
knowing that their voice will not be assigned to any of the parties with whom they disagree in terms of implementation
of party programs. This party
aware of non-voters will not occupy chairs in the room and will
always abstain.
The second party
to be set up would be a party without a
political program, with the exception of the duty and the responsibility
to ensure the processes of political
decision-making and legislation. This
second party will not participate
in the decision-making and legislative
processes, but would vote for or against political decisions, this depending on five criteria.
Any decision made by the Government or any bill
which is introduced can only be made if:
1, the proposal that
underlies the decision whether the bill is submitted
on time;
2, the proposal is clear;
3 the proposal is
unambiguous;
4 whether the bill is concrete of the goal that must be achieved with the decision;
5 the interest of the majority of citizens served or at least is protecting its
citizens.
Each proposal must be put in on time,
so that the party has time to take all necessary qualitative assessments
adequately. The reviews
on the topics of the proposals should be carried out by specialists in the relevant subjects.
If these specialists conclude that the proposal is correct and legitimate, it meets the 1st criterion and can
advance to the 2nd criterion. Each proposal must be clear: any proposal to
avoid any ambiguities or misunderstandings rise to be explicit. Each proposal must be clear in order
to avoid misinterpretation. Only if the proposal meets
these two conditions (criteria
2 and 3), the criteria
pass to level 4.
To achieve and to
be able to properly assess the objective
the proposal must be assessed on the basis of meticulous criteria. Specialists
should study the proposal and purpose and determine whether the objective is legitimate and the proposal
actually is focused on this goal and is achievable.
If the result is positive the proposal
make the passage to criteria 4. This party must
determine whether the interests of
most citizens served or at least protected. Only then the proposal can pass criteria
5 and be implemented.
This party without programme should
select members on the basis of
morality and integrity, only
members with high moral standards
should be involved in assessing compliance with criteria 4 and 5. If the proposal is rejected it could pass the 5 stages in a different form
again. In cases of great importance or an
unclear outcome of the assessment, for example due to conflicting views, a referendum is held.
